Technical Program Manager needed (Downtown Los Angeles)

April29

At Oversee.net, our engineers are challenged on a daily basis with how to optimize and instantly render landing pages for 300 million unique users from around the world each month. Our technological expertise in this area has helped make us one of Google’s top five pay-per-click ad distribution networks, and the preferred ad monetization solution for some of the world’s largest publishers.

Oversee.net also has a rapidly growing Vertical Markets business unit that uses highly scalable, technology-based SEO, SEM and CMS strategies to attract customers to the company’s travel, comparison shopping, consumer finance and other vertical web sites. Technology is the #1 priority for success; the driving force that provides consumers with the data they need to make informed purchase decisions, and converting those consumers into leads for advertising and affiliate partners.

We want to expand our strong technological leadership position in these areas, and we are looking for highly skilled engineers to help us. If you are ready for the challenge, we offer a fun, fast-paced environment that recognizes and respects the importance of technology and your individual contributions to our success.

Technical Program Manager
Oversee is looking for a strong Technical Program Manager to provide overall management support across multiple projects and teams to ensure efforts are directed toward common business objectives and efficient execution on planned deliverables. The technical environment involves the support of over 300 million unique visitors/month, the complex handling of internet traffic, front-end serving platforms, and data tracking and analysis on the back-end. It's critical for the Program Manager to be comfortable with quickly picking up technical concepts and understanding how to traverse multiple systems and business processes to help remove roadblocks for the team. The Program Manager should feel confident in making difficult decisions with often ambiguous or incomplete data.

As Program Manager, you will have the responsibility of ensuring the smooth running of all projects that make up a significant portion of the business. You will work in a matrixed organization to lead small teams of software developers on multiple projects on tight delivery timelines with established release cycles. You must be able to manage stakeholders with priorities that may conflict and provide value in each delivery by making the appropriate tradeoffs. You must be able to influence resources without having direct authority over them. You should be able to work in both Agile and other project management methodologies.

Responsibilities:
• Run Agile sprint development cycles including backlog story and defect reviews, sprint planning, daily stand-ups, escalations, demos, and retrospectives for several teams
• Define the resource and scheduling plan for each sprint or project
• Facilitate in identifying and mitigating risk factors
• Be an active dev/QA team member and contribute to Oversee's continuous improvement initiative
• Learn enough of the technical architecture and understand the business objectives in order to make effective resource decisions; understand when to escalate and to whom
• Manage resource, scheduling, and priority issues and conflicts, and know when to escalate
• Communicate project status to all stakeholders including Engineering, QA, Product, Sales, Business Development, Analytics, and Systems
• Maintain current processes as well as propose improvements
• Identify and develop performance metrics and other KPI's
• Provide support to Sales for tracking operational business processes where they involve tech
• Support the Systems team by keeping track of overall tech priorities across business units
• Stay informed of all production releases and communicate impacts to Engineering or the Business
• Liaise between Product Management and Engineering to qualify, prioritize, and schedule deliverables
• Manage stakeholder expectations (primarily internal customers)
• Manage technical vendors in the design and prototype phase of projects, including facilitating vendor selection
• Prepare weekly, monthly, and quarterly status updates for executives and stakeholders
• Enforce usage of the project tracking tool in order to report monthly resource allocations across all tech projects

Requirements:
• Bachelor's Degree or higher in Engineering, Technology or related field
• Minimum 5 years experience in software development, preferably experience using Scrum or other Agile methodology
• Ability to simplify complex topics for a non-technical audience
• Must have project management skills
• Must have strong written, oral, and face-to-face communications skills
